HCWP Workers in Canada stream: Closed

The Home Care Worker Immigration Pilots (HCWP) was launched on March 31, 2025 and is full for both the Workers in Canada stream which has a intake cap of 19,000 applicants was achieved (150 openings are reserved for out of status workers). The program opened and the cap was reached on the same day, due to high demand for the program. The program will resume next year.

What is the HCWP?

The HCWP aims to respond to the increasing demand for home care workers in Canada, and offer a direct route to permanent residency (PR) for eligible candidates. There are two pilots in this program:

·       Home Care Worker Immigration Pilot: Child Care

·       Home Support — Home Care Worker Immigration Pilot

The Workers in Canada stream, one of the two streams under the HCWP, has also closed for both its pilots. The second drawn, for applicants not currently employed in Canada, is still open but has not yet started accepting applications.

Canadian Workers vs. Non-Canadian Workers

In the first missed stream, there was currently 1 stream, Workers in Canada, open for applications. Now that this stream has reached its cap, applications will no longer be accepted under this category, and applicants must now wait until the program reopens next year. The stream for applicants outside of Canada will open later, but the launch date has not been announced.

Application Process

Many applicants are upset to see that the Workers in Canada streams of the HCWP closed only a few hours after the program opened, reports The Toronto Star. But some applicants crashed the site and others were not able to submit their applications as the system processed applications so quickly. In many cases, applicants were able to fill out their application with correct personal information at every step along the way to eventually get to the payment page—but were unable to complete it in time, allegedly because they couldn’t click through the application submission process quickly enough to meet a very fast-capacity fill-up.
